AB 105 / SB 130 (Goeben) would have required sites where more than one-third of content is harmful to minors to verify users' ages by government ID, facial age estimation, or transactional data. An earlier version also banned VPNs used to evade the checks; that provision was stripped Feb 25, 2026 after EFF and ACLU pushback. The bill passed the Assembly 69-22 and cleared the Senate, but Gov. Evers vetoed it in its entirety on April 3, 2026, citing the privacy burden on adults -- while urging the legislature to pursue device-based age verification instead. The 2025-26 session has since adjourned sine die, so no override occurred. A companion explicit-content warning-label bill (AB 961 / SB 938) died with it.
