VPN restrictions

Switzerland moved to revise its surveillance ordinance (VUEPF) to extend data-retention and identification duties to VPN providers, messengers and other services -- a change Proton and Threema said would force them to abandon no-logs guarantees or leave the country. After sustained opposition from providers, digital-rights groups and across the political spectrum, the Federal Council shelved the revision in December 2025. It is one of the clearest democratic pushback wins on VPN regulation; adult VPN use remains fully legal.
