ProposedNORWAY'S LIMIT IS NOW 1 JANUARY OF THE YEAR A CHILD TURNS 16 -- NOT A FLAT 15. The July 2025 consultation draft of the Lov om aldersgrense for bruk av sosiale medier proposed an absolute limit of 15. The government now describes the rule by birth year: every child gets access on 1 January of the year they turn 16, and the government says children under 15 should have no access. Platforms carry the duty and must verify age through independent third parties that are meant to learn only whether a user is over or under the line. The bill went to EEA notification on 8 May 2026; the EFTA Surveillance Authority (5 August) and the European Commission (10 August) raised no objection beyond minor amendments. The government says it will put the bill to the Storting before the end of 2026. Not yet law. Not established: the Prop. L number, a start date, which agency enforces it, or the penalties.
